Jim Williams, Jr.

Founder and Chairman

A visionary in land development spanning over 50 years, Jim Williams Jr., the founder of LandPlan Development Corp., brings his professional experience, and creativity and attention to detail, along with his strong leadership, and business expertise to LandPlan’s real estate projects.


Known for ushering Frisco into an era of prosperity and expansion through the development of several key residential, medical, and commercial projects, Jim Williams utilizes the spirit of each property he develops, transforming the land to reach its fullest potential. The goal is always - the project appreciating over time and serving the communities where they develop. He approaches each project with an eye for design - along with treating each land development project with an appreciation for details, architecture, and a cohesive overall design.


A graduate of the Walton School of Business at The University of Arkansas for his undergraduate degree - and receiving his graduate degree from Southern Methodist University’s Cox School of Business, Jim’s expertise runs deep within the Dallas Metropolitan community. His affinity for real estate development began early on during his graduate studies. His love for the industry is exemplified in each real estate project he develops and to which he attaches the LandPlan name.

  • Former President - Cornerstone Investments and Preston Hollow Development, a leading residential developer in Texas - that developed the upper-end Caruth Homeplace residential community.

Douglas C. Mousel

President

Douglas C. Mousel serves as President of LandPlan Development Corp. located in Plano, Texas. LandPlan’s projects have included several single-family custom home communities, retail and office centers, hospitals, and multi-family projects within the Dallas-Fort Worth Metroplex and Northwest Arkansas. Before joining LandPlan, Mr. Mousel accumulated nearly 19 years of experience in city management and community development roles with some of the fastest-growing cities in the Dallas-Fort Worth region including Frisco, Plano, Prosper, Oak Point, and Carrollton. His familiarity with municipal regulations and his relationships with various cities’ protocols allows him to assist in navigating projects through complex approval processes.


Born in Omaha, Nebraska and also graduating from high school in the same city, Mr. Mousel attended college at Southwest Texas State University in San Marcos, Texas and obtained a Bachelor of Arts with a major in Urban and Regional Planning and a minor in Political Science. He completed a Master’s of Applied Geography with a concentration in Land/Area Development and Management.


Mr. Mousel’s community involvement includes participating in the inaugural 2004-2005 Northern Collin County Leadership Program, serving on the City of Frisco’s 2009 Charter Review Commission, and serving as the Past President of the Prosper Developers Council. Mr. Mousel also served on the Adjustment/Construction Board of Appeals for the City of Frisco for six years. He has coached youth baseball and soccer for several seasons and he regularly serves as a volunteer at his church.

Julie Kerr

Vice President of Corporate Accounting

Ms. Julie Kerr is Vice President of Corporate Accounting for LandPlan Development Corp. where she has worked for the last 18 years. She started her accounting career at Trinity Industries while working to obtain her Masters in Accounting at the University of North Texas. After graduation, Julie worked for Ernst and Whinney accounting firm where she gained valuable experience in public accounting. She then joined a small plastics company, where she later transitioned to a part-time position to have more time with her family. When the plastics company was sold, she accepted a part-time position at LandPlan Development - where Julie's responsibilities grew into a full-time job.


Ms. Kerr is involved in her community - including being on the Allen Parks Foundation Board for 8 years and serving as Treasurer for several years. Julie also spent 12 years on the Foundation for Allen Schools Board where she served several terms as President and Treasurer. In addition, she has been involved in various Allen ISD PTAs and Booster Clubs through the years. Julie has also enjoyed being a religious education teacher for her church community for many years.
